E. B. Rains Park Cleanup

Officers from the Northglenn Police Department volunteer their time and energy to clean up and beatify the E.B. Rains memorial area. The memorial is located on the East side of E.B. Rains Park, 11700 Community Center Drive. Sergeant Steve Garrow is pictured with Chief Russ Van Houten.

E.B. Rains is the only Northglenn Officer to lose his life while on duty in the city's history. Corporal Edgar Blain Rains Jr. lost his life on May 30th, 1984 while protecting the citizens of Northglenn.

Background

The City of Northglenn and the Northglenn Urban Renewal Authority own approximately 17 acres near 120th Avenue and Grant Street, across from E.B. Rains Jr. Memorial Park, and adjacent to the town hall and recreation center. The City and NURA feel a town center in this location would become the heart of Northglenn’s community for years to come and would generate precious sales tax dollars that fund city programs.

The City of Northglenn is partnering with Prime West Development and Zing Development Strategies to develop the site and invigorate Northglenn’s northern gateway with a new mixed-use retail/multi-family district called Webster Lake. Webster Lake Shops features an approximately 11-acre retail site with an approximately one-acre community plaza and phase two of the Webster Lake development will contain six acres of mixed-use-commercial and residential improvements. All parts of the new development area will be connected both visually and physically by a system of sidewalks to many of the city’s prized assets: City Hall, Northglenn Recreation Center, EB Rains Jr. Park, Webster Lake and the Highline Canal trail. These different areas inside the district are depicted on the following overview plan.
