Across form the Northglenn municipal complex on Community Center Dr., is the award winning E. B. Rains Jr. Memorial Park. It was named after a fallen police officer in 1985 and today it is one of the most highly used parks in Northglenn. The popularity of E.B. Rains, Jr. Memorial Park is well established in the community as it plays host to numerous community and family oriented special events. The park includes established amenities including five picnic pavilions, a playground, basketball court, and public restrooms.

Clean Sweep is a program to help educate residents about City codes and maintain our community in good condition.
The program was designed with two primary phases. The first phase was an education campaign that began in the summer of 2005. Residents received information about five of the most common code violations - littering, illegal vehicles, residential landscaping, weed control, and minimum housing maintenance. Information about these codes was posted on the City's website, through educational flyers, at community events and meetings, on Channel 8 programming, and in the City's newsletter.
In the beginning of 2006, Clean Sweep kicked into the second phase and enforcement began in several sections of the City. Code Enforcement Officers walked house to house checking for code violations. If a violation was present at a residence, a courtesy notice was left for the owner requesting that the violation be corrected within 90 days. When no violations were found at a residence, a post card was left on the door thanking the residents for their efforts in maintaining the property and a clean neighborhood. Code Officers then returned to the neighborhoods 90 days later to insure that the violations were corrected.
Now, in 2007, the inspections will continue in new areas of the city. The program will be conducted in the same manner as last year's inspections. Please do your part in keeping Northglenn beautiful by maintaining properties and helping neighbors.

Update on the Clean Sweep Program:
The introduction letter to this program is delivered to residents in inspection areas two weeks before officers conduct inspections. The letter informs residents that code officers will be in their area checking for code violations which include but are not limited to:
1. LITTERING ON PUBLIC AND PRIVATE PROPERTY
Any junk, litter, debris, or storage of items in the front, rear, or side yards must be removed from the property or stored inside a structure with four walls and a roof. Items that are not designed or intended for outside use, such as indoor furniture, clothing, cardboard boxes, lumber, mattresses or appliances, etc... may not be kept outdoors when not in use. Also you may not store vehicle parts including car tires outside of a proper structure.
2. ILLEGAL VEHICLES
All vehicles in public view are required to be operable and display a valid license plate with current tags, including those on private property. Vehicles that do not meet these requirements may be stored in an enclosed building or behind a six foot non-transparent fence on an approved surface.
3. RESIDENTIAL LANDSCAPING
Properties must be properly landscaped and maintained in good order. Proper landscaping is any combination of living and non-living ground cover, such as grass, bushes, flowers, trees, rocks, mulch, bark, vegetable gardens, gazebos, pavers etc.
4. WEED CONTROL
Yards must be substantially weed-free with no bare areas. All turf grass areas must be maintained at 8" or less.
5. MINIMUM HOUSING MAINTENANCE
All foundations, exterior walls, and roofs shall be weather-tight, water-tight, and rodent-proof. All painted surfaces shall be in good condition with no cracking or peeling of the paint. All windows shall be intact, free of cracks and not missing pieces. Doors and windows used for ventilation shall be effectively screened.
