Russell Van Houten, the Chief of Police, is a native of New Jersey who came to Colorado in 1965. Beginning his career with the Northglenn Police Department in 1976, he's served as a beat patrol officer, horse mounted patrol officer, detective, patrol sergeant, multi-agency task force sergeant, lieutenant, and has been the commanding officer of the Patrol, Investigations, Community Resources, and Staff and Support Divisions. Van Houten has an Associate's Degree from Arapahoe Community College, a Bachelor's Degree from Metropolitan State College, a Master's Degree from Webster University, and is a graduate of the FBI National Academy's 172nd Session.
For over twenty years, Chief Van Houten served in the U.S. Army (active and reserve components) and retired as a Lieutenant Colonel in 1996. He has been married to his wife Sandy for over thirty years and has two adult children.
The chief of police is responsible for the leadership and management of the department. He reports to the city manager and deputy city manager. The chief sets department policy, goals and objectives, and monitors organizational and individual performance. The Operation Analysis Community Impact (OACI) Unit is staffed by Crime Analyst Renae Lehr, whose goal is to provide statistical and analytical support to management and operations in the areas of strategic, tactical, and administrative analysis.
Strategic analysis provides information concerning long-range problems and identifies increases and decreases in criminal activity. Tactical analysis provides information to assist operations personnel in identifying specific and immediate crime problems and for development of strategies to address those problems. Administrative analysis provides general information, such as budgeting and staffing level needs.
The crime analyst, along with the entire Police Department, is working for the people who live, work, and play in the City of Northglenn. By employing complex database applications and geographic information systems, we are able to identify and study crime patterns and trends and how they affect our community. This enables the police department to respond efficiently to make our community safer.
