Officer Jeremy Lund lights a candle for Sergeant Steve Garrow in preparation for a unity of officers showing their support of officers that have lost their lives in the line of duty. The candlelight vigil has become a yearly event, held at E.B. Rains Jr. Memorial Park during National Police Week in mid May.

These plans can look at year to year operations, such as the city's budget, or take a farther look into the future, like with the city's Comprehensive Plan, which looks at projected economic and demographic statistics and how the city may respond.
